SC State campus police chief issues Homecoming 2024 security plan
ORANGEBURG, S.C. – South Carolina State University Police Chief Richard Johnson has issued the following statement regarding 2024 SC State Homecoming security measures:Dear Bulldog Nation:
Welcome to the Bulldog’s 2024 Homecoming Celebration. As we prepare for this year’s Homecoming festivities, I would like to personally thank each of you for your loyal support and dedication to South Carolina State University and your continued commitment to upholding the values of this great Institution.
Homecoming is a time for celebration, reunion and reflection on all we have achieved together.
However, as we look forward to welcoming alumni, friends and visitors to our campus, we must also prioritize the safety and security of our entire community.
Our mission is “To protect and defend a quality of life for all that enters the campus of South Carolina State University.” We are not naïve in thinking that we can accomplish this mission without your assistance and our law enforcement counterparts. Therefore, to ensure that this year’s festivities proceed safely, smoothly and without disruption, we have developed a comprehensive Homecoming security plan. As the chief of police for South Carolina State University, I assure you that the safety of our students, faculty, staff and visitors is our top priority.
Overview of the Homecoming security plan
This year, the SC State University Department of Public Safety (SCSUDPS) will augment its safety and security measures by deploying 151 law enforcement and security officers from state, municipal and county law enforcement agencies and private security to provide a more visible security presence across the campus. Our mission is to ensure everyone enjoys the festivities while feeling safe and protected.
In addition to officers’ presence, other key elements of the security plan include:
1. Technology-enhanced security:
o Our campus-wide communication system features 23 callboxes to provide direct contact to the SCSUDPS Communication Center. The call boxes are easily identified by a blue light on top. Some are affixed to buildings and others are on a stand-alone pole.
o Our campus-wide security camera system includes 135 cameras, providing more than 350 camera views. A camera technician will be monitoring activities in real time.
o Officer Priss, the SCSUDPS canine officer, will be deployed for the detection of firearms on campus. K-9 Priss will help us identify and respond to anyone having a firearm on their person.
o Weapon-detection technology (see video) utilizing artificial intelligence will be implemented to detect firearms as attendees enter the stadium and other events after the game. This technology will help us respond rapidly to any potential threats.
o Metal detectors will also be utilized to assist with the detection of firearms and other weapons used to cause bodily harm.
o Security personnel will be deployed at all entrances to the campus to monitor traffic and address issues at the entrance. SCSUDPS officers will be in the vicinity to respond when needed.
o The Orangeburg County Sheriff’s Office’s Tactical Unit and the South Carolina Law Enforcement Division (SLED) SWAT Unit will be in proximity for emergency response.
2. Signage and communication:
o Increased signage will be posted around campus to remind attendees of the following rules:
o Weapons are prohibited on campus.
o Weapon-detection technology will be in use.
o Marijuana and/or any drug use is strictly prohibited on campus.
o Surveillance cameras are in use throughout the campus.
o Entry points to the campus and stadium will be monitored to ensure a safe and smooth flow of attendees, and any prohibited items will be confiscated.
o Clear bag protocols will also be enforced for entry into the stadium.
3. Traffic and parking management:
o SCSUDPS officers will manage vehicle and pedestrian traffic, parking and crowd control throughout Homecoming Week. Please follow posted signs and instructions from officers to help us maintain smooth operations.
Expectations for attendees
Homecoming is an opportunity to showcase the very best of South Carolina State University, and we are committed to providing a safe environment for all who attend. We expect all attendees to respect and adhere to the directives of all law enforcement and security personnel.
Some of the law enforcement personnel have elected to support SC State at no cost to the university. Criminal behavior, violence, or any actions that compromise the safety of our community will not be tolerated — anyone involved with or connected to criminal activity will face prosecution.
If you observe any suspicious behavior or potential threats, we urge you to report it immediately to SCSUDPS at 803-536-7188 or to the nearest law enforcement or security personnel or utilize the nearest call box. When reporting such behavior, please provide location, description of actor, and as much information as feasible. You may also dial 911 for any real-time emergency. Your cooperation is essential in helping us maintain a secure environment for everyone.
