As Business Development Manager and Capture Manager at MSM Technology LLC, he leads enterprise-wide business development and capture activities across Department of Defense and Federal Civilian agencies. He manages a multi-billion-dollar qualified opportunity pipeline, develops agency-specific growth strategies, directs full-lifecycle capture efforts, and provides executive leadership with data-driven recommendations that support long-term business growth.
Before joining MSM Technology, Hubbard advanced through business development and capture management roles with ManTech, Nationwide IT Services, and Management Support Technology, Inc. Throughout his career, he has developed strategic growth plans, led capture activities for major federal opportunities, managed pipeline forecasting, coordinated proposal development, and worked alongside technical, operational, and executive teams to position organizations for success. His work has supported growth initiatives across numerousfederal agencies, including the Army, Navy, Air Force, Internal Revenue Service, Department of Veterans Affairs, Department of Homeland Security, U.S. Department of Agriculture, Defense Health Agency, Department of State, and Defense Logistics Agency.
A graduate of South Carolina State University, Hubbard earned a Bachelor of Science in Computer Science with a concentration in Cyber Security. His professional achievements have been recognized through multiple performance awards, including Employee of the Quarter, the Side Kick Salute Award, and the Superior Performance Award. Beyond his career, he remains engaged through professional organizations and volunteer service, supporting literacy, food security, and community mental health initiatives.
